What a hot mess Volvo is with VOC. I spent time today, first issue Google Play store shows it either not available in my country (US) or then it says not compatible with any of my devices. I have a Google Pixel 3a XL. Then I loaded VOC on my iPAD and then tried to pair and after a few minutes it says all 3 keys need to be in the car, I only have 2 keys. I called Volvo and they are like "there are issues with VOC and the P8", no really? No help.

After a several failed attempts I’m now at 7 continuous days of VOC working on my iPhone XR. Having the 3 keys in the vehicle and enabling VOC permission on the last pairing try seems to have been the difference between failure and success.

I do think there’s some backend server issues with VOC because I had seen the same “not possible to pair” message on one of my attempts. I have no experience using VOC and the Volvo Sensus OS, but my impression is that it worked better and had more functionality than the VOC / AAOS combo. Can’t really blame Google because Volvo engineers the user interface on top of AAOS. Surprised that Volvo has so mush difficulty getting VOC to work reliably for the P8. Not surprisingly VOC appears to be MIA on the Volvo website marketing for the XC40 Recharge.

Yes I “think” I got the Volvo account added, 3 keys in but still the note of “not possible to pair”
1) How do I know if all 3 keys are “registered” ? I only setup my profile so far and it recognizes “key 2”.
2) Do I have to bring “key 1” by itself into car snd setup another profile ? Then after orange fob ?
3) on the VOC app, can you set your desired temperature ? Or does it default to the temp where you’d last left it at ?
Thanks in advance

We think it just pre-conditions the car to a generic "comfortable" temperature (eg, 72°). No user choice. From the user manual:
Note
During preconditioning of the passenger compartment, the vehicle works to reach a comfortable temperature and not the temperature set in the climate system.
Who knows how it will work when they finally finish it someday?

I was seeing the exact same message until last night. Interestingly, on Android, I still see the grey "pop up" but I'm now able to proceed to pairing the car. I will go through the whole process tonight. But it seems that this is no longer restricted to beta users only.
