The IIHS has recently submitted their report for the 2019 XC40 and its been given their highest award. IT earned the Top Safety Pick+ accolade, with a rating of Good in every respective crash test. The non adaptive standard LED headlights did get a Poor rating, so they suggest going for the better set included in the Advance Package.

Its not an easy task trying to eliminate all deaths and serious injuries in their vehicles by 2020. I'm assuming they are taking into account these new electric platforms, because those present a whole new level of risk in a serious accident.

active safety systems are a large part of it because to improve on passive systems brings with it some massive downsides unless an ungodly amount of money is invested, which won't.

I would guess that Volvo already sits at the bottom of the spectrum when it comes to the number of fatalities and injuries in their vehicles. In order to meet this milestone, some of their upcoming models are likely to debut with some brand new technology.
